 \nEOCognitiveLab brings together the evolution of the Φsat mission series
  and ESA's work on Cognitive Cloud Computing in Space for Earth Observatio
 n (3CS4EO). The activity is intended to demonstrate the added values unloc
 ked by AI-enabled\, cooperative Earth Observation capabilities across mult
 iple heterogeneous satellites (including\, event-based acquisition rep
 lanning\, coordinated acquisitions)\, onboard processing and inter-satelli
 te-link information exchange\, for selected end-to-end Earth Observation
  use cases\, and to establish an in-orbit laboratory for autonomous\, dist
 ributed and software-defined Earth Observation missions.  \n\n\n \n\n\
 nThe mission will be based on a cooperative two-satellite space segment\, 
 equipped with onboard computing capabilities\, supported by ground proces
 sing\, and an exploitation platform enabling data distribution and commun
 ity access. In addition\, EOCognitiveLab will leverage open inter-sat
 ellite-link interfaces and be designed to support future expansion throug
 h the federation of additional Earth Observation missions.  \n\n\nAs 
 an in-orbit laboratory\, EOCognitiveLab will provide an open and expanda
 ble environment for additional in-orbit experimentation for ESA Members
 \, Associated and Cooperating States EO community. Target experimentation 
 areas include cooperative sensing\, distributed processing\, novel mission
 -orchestration approaches\, onboard federated learning and fine-tuning\, a
 nd other AI techniques relevant to distributed Earth Observation systems.
   \n\n\n \n\n\nThe proposed activity will be implemented through a M
 ission Consolidation Phase followed\, subject to a successful Gate Review\
 , by a Mission Implementation Phase covering detailed design\, development
 \, integration\, verification\, launch\, LEOP\, commissioning and in-orbit
  verification up to the In-Orbit Commissioning Review. Mission operations 
 are outside of the scope of the proposed activity.  \n\n\n \n\n\nThe a
 ctivity will cover\, in particular:  \n\n\n\n\nconsolidation of the ba
 seline Earth Observation Use-case(s)\, mission requirements\, system-leve
 l architecture\, product tree\, CONOPS and end-to-end processing chains
  and mission orchestration concept\;  \n\n\n\n\n\n\nbreadboarding and 
 de-risking of onboard processing chains\, AI algorithms\, representative
  datasets\, mission-orchestration and inter-satellite-link functions\; 
  \n\n\n\n\n\n\ndevelopment of the two-satellite space segment\, ground se
 gment\, mission operations functions\, processing chains and exploitatio
 n platform\;  \n\n\n\n\n\n\nmanufacturing\, assembly\, integration\, ve
 rification\, launch procurement and launch campaign\;  \n\n\n\n\n\n\n\n
 \nLEOP\, commissioning and in-orbit verification of the baseline Use-Case
 (s) demonstration(s)\;  \n\n\n\n\n\n\npreparation of community engagem
 ent and experiment-exploitation plans to maximise the use of the in-orbit
